History
Ministry of Transport and Communications of Ukraine was established on July 24, 2004 by Presidential Decree “On establishment of Ministry of Transport and Communications of Ukraine”
Leadership
The head of the Ministry of Transport and Communications of Ukraine is the Minister, appointed to and dismissed from office by the President of Ukraine.
Structure
The Ministry of Transport and Communications of Ukraine is the central body of the state executive power accountable to the Cabinet of Ministers of Ukraine.
Tasks
The principal tasks of the Ministry are: carrying out state management of the Ukrainian transport complex; implementing the state policy on formation and development of the transport-road complex of Ukraine for timely ensuring of complete and qualitative satisfaction of people’s requirements and social production in transportations; ensuring interaction and coordination of work of motor, aviation, railway, sea and river transport and traffic complex, taking measures for creation of the integrated transport system in Ukraine; creating equal conditions for development of economic activity of transport enterprises in all forms of property; ensuring joining of the transport-road complex of Ukraine to the European world transport systems on the principals of the European transport policy, participating in formation and realization of the state policy in the sphere of communication, distribution and usage of radio frequency resources as well as in the sphere of informatization; working out and undertaking measures aimed at development and improvement of the uniform national communication system, raising its quality, availability and stable functioning; forming the National program of informatization and ensuring its implementation; regulating activity aimed at satisfaction of users’ requirements for communication services and activity related with the usage of radio frequency resources; encouraging entrepreneurship development on competitive basis in the sphere of communication services, carrying out state antimonopoly policy in the sphere of communication and informatization.
Legal basis
The Ministry operates in accordance with the Constitution of Ukraine, Decrees of the President, provisions and orders of the Cabinet of Ministers and Conception on the transport-road complex of Ukraine development for medium-term period and to 2020
